Bus Services Bill moves through parliament with major proposals for reform

A recent article in Coach & Bus Week outlines the latest developments on the Bus Services Bill, which passed its Second Reading in the House of Commons on 2 June 2025.
The Government says the Bill is intended to “restore control over the bus system” and deliver “greater accountability and reliability.” While not yet law, the Bill sets out substantial changes designed to empower local authorities and reshape bus services in England.
Key proposals include:
- Lifting the ban on local authorities setting up their own bus companies
- Reducing complexity in the franchising process to shorten implementation times
- Strengthening partnerships between authorities and private operators
- Introducing mandatory training for staff to help tackle anti-social and criminal behaviour, including violence against women and girls
The Government states that these reforms aim to improve access to jobs, public services, and social opportunities, particularly for communities outside major metropolitan areas.
According to Coach & Bus Week, the Bill aligns with the Government’s broader “Plan for Change” and its £1 billion investment in bus services.
While the Bill is still progressing through Parliament, operators should be aware of its direction and the increased powers it may give to local transport authorities.
