DVSA and the Traffic Commissioners have issued new statutory guidance to Transport Managers this month, which sets out what you are responsible for as a Transport Manager as well as the skills and knowledge you need.
This guidance supplements the overriding statutory duty of a Transport Manager to continuously and effectively manage the transport activities as well as paragraph 54 of the Senior Traffic Commissioner’s Statutory Document No. 3 ‘Transport Managers’, which sets out the ‘General Duties’ of a Transport Manager (and can be accessed here: https://www.gov.uk/government/publications/traffic-commissioners-transport-managers-november-2018/statutory-document-3-transport-managers).
Responsibilities
All Transport Managers are responsible for ensuring compliance with the Operator’s Licence undertakings and conditions. The new guidance explains the main responsibilities.
Skills & Knowledge
The requirement for ‘continuing professional development’ of Transport Managers is already specifically referred to in the Senior Traffic Commissioner’s Statutory Document No. 3 and is an area assessed during DVSA investigations . The new guidance sets out those subjects that Transport Managers must know about to initially qualify but also re-emphasises the expectation that Transport Managers will keep their knowledge up to date once qualified.
