The UKCOA has shared clarification from the Department for Transport (DfT) regarding the PSVAR requirements for new vehicles purchased or registered from 1 February 2027.
The key point for operators is that the requirement for certain new vehicles to be PSVAR-enabled is linked specifically to operators who require an MTE26 exemption for closed-door Home to School services.
Where an operator does not undertake closed-door Home to School transport, or where their Home to School operation is already fully compliant with PSVAR and no exemption is required, these new vehicle requirements do not apply.
However, operators who hold an MTE26 exemption should be aware that, from 1 February 2027, relevant new vehicles must be PSVAR-compliant. This applies across their operation, regardless of whether those vehicles are intended for Home to School work or other services. This includes vehicles first registered on or after 1 February 2027, and vehicles pre-registered from 1 August 2026 but not delivered until 1 February 2027 or later.
Operators should ensure they understand how these requirements apply to their own circumstances and seek further advice where necessary.
