Overview of DVSA applying enforcement to Bus Open Data

The DVSA has provided CPT with an overview of how it will apply enforcement to Bus Open Data (BOD) over its current financial year (Apr 22 – Mar 23). It has kindly given us permission to share this information with you from their eshot as follows:

DVSA is adapting its Bus Operator Account Management (BOAM) scheme to factor in BOD as a day-to-day feature of its bus compliance enforcement regime.

The BOD enforcement strategy was presented to industry stakeholders earlier this year. We have asked for details to be released more widely, and have been provided with the following:

Bus Open Data Enforcement plan for 22/23

  • Evaluation and enforcement of new operators or operators new to registered services – ongoing.
  • Q1 of financial year focus – Operators deliberately not registering for BODS – (Cases will be progressed for regulatory action).
  • Q2/3 of financial year focus – Operators registered for BODS but not providing required data (Timetable – AVL – Fares)
  • Q4 of financial year focus – Operators where BODS performance not within agreed tolerance.

“We do not want to enforce against those who provide data while not doing so for operators failing to provide data, as such this will be assessed based on the success of the Q2/3 phases.”

The above approach appears to target the worst issues as a priority. We trust that DVSA are factoring any difficulties faced by operators in to their assessments of operators.
